School Superintendent says OUSD will save $50 thousand per year.

May 5, 2012, CBS Special Report, SoCal Town Organizes Mutiny Against Water Company
Soon, residents in one of the Bay Area’s poorest communities expect to learn if they’ll see another jump in their utility bills. Now, the people of Bay Point aren’t the only ones complaining. The Ventura County city of Ojai is organizing a mutiny against the very same Golden State Water Company. In fact, the town is covered in yard signs, signaling a small revolution. “They’re everywhere! I have three in my front yard,” says Betsy Clapp, the city’s mayor.

March 23, 2012, Casitas Municipal Water District tells CPUC Golden State Water Company justification for rate increase not true.
Citizens made it clear they do not accept Golden State Water Company request for a 25 percent increase or the new rate structure proposed. The most damaging testimony for Golden State was by Russ Baggerly, Board Chair for the Casitas Municipal Water District who said “CMWD wishes to make these facts absolutely clear to the Public Utility Commissioners and in the Administrative Law Judge’s record, that the wholesale water purchased from CMWD is NOT one of the reasons to justify a rate increase”. Casitas has sent a formal letter of protest to Judge Richard Smith. This will not be the first time Golden State has been found to claim costs from a supplier that cannot be justified. The most recent case resulted in a million dollar fine and Golden State having to pay back Ojai Rate payers nearly one million, which some at the recent PUC meeting said was poor customer service which should result in less rate of return by the CPUC. On April 12, 2012, Ken Peterson from Golden State Water Company sent a letter to Casitas claiming the erroneous request was due to a “technical error in our purchased water projections”. They go on to say “We will be making a correction when we submit testimony to the California Public Utilities Commission, and amend our filing to reflect a three percent reduction in our revenue request”. Unfortunately for Ojai rate payers, they are not providing “the best possible service as they claim because this error would not have been found or reported if it were not for Ojai’s elected official on the Casitas board, Russ Baggerly, who revealed the error at the recent PUC meeting in Ojai. Also unfortunate for Ojai rate payers is that Golden State has not notified or apologized to Ojai rate payers, nor instructed Ojai rate payers how they can follow up to make sure Golden State does not make another error by not notifying the California Public Utilities Commission.
Mr. Peterson proudly ends his letter with its usual rhetoric by saying “Golden State takes pride in providing the best possible service and being accountable to customers, water partners and the California Public Utilities Commission”. It’s obvious Golden State does not have the same definition of good customer service as its customers, and it’s truly a rip- off that there are no consequences for their actions.

February 14th, 2012, Delayed Road Repair Project Begins
Construction, which was slated to start last Thursday, is intended to fill several “voids” under the road’s surface that cause a sagging effect in the pavement. Although Golden State claims the cause of the voids is unknown, company officials admitted that a leaking water main might have been the cause. Ojai Valley News

January 26, 2012, CPUC Grants Ojai Public Water Hearing
After Ojai’s request for a hearing with California Public Utilities Commission was rejected last year, the city has been given notice that a public participation hearing will be held in Ojai. For Ojai residents paying Golden State for water, the decision by the CPUC offers a chance for citizens to voice their opposition to GSWC’s rate increase request for an increase of 25 percent by 2015. January 26, 2012, Casitas Pays Off Debt, Lowers Property Taxes
Citizens living in the Casitas Municipal Water District boundaries voted on Nov. 8, 1960 to approve a payment of $31.4 million to be paid over 50 years to the United State Bureau of Reclamation. The funds were allocated for building the Ventura River Project that included the Casitas Dam, Robles Canal, Robles Diversion Facility, and pipeline system. During the January 25, 2012 regular meeting of the Casitas Board of Directors, the Board signed the last payment of $943,645.96 for delivery to the Bureau. Property owners will now see a decrease in the tax collected for the Casitas Municipal Water District. Ojai Valley News

January 13, 2012, CPUC Considers Hearing in Ojai
The California Public Utilities Commission previously rejected the City of Ojai’s formal request for a CPUC public participation hearing in Ojai regarding GSWC’s most recent rate case. Support from the City of Ojai, Ojai Mayor Carol Smith, County Supervisor Steve Bennett, and the Division of Ratepayer Advocates in Sacramento makes Ojai FLOW now think the meeting will be held in Ojai. January 12, 2012, CPUC Considers Hearing In Ojai
The California Public Utilities Commission — which regulates utilities like local water purveyor Golden State Water Company — had previously rejected the City of Ojai’s formal request for a CPUC public participation hearing regarding GSWC’s most recent rate case. Help for FLOW efforts to have the meeting in Ojai came from the Division of Ratepayer Advocates, an organization that helps keep the regulators regulated. DRA officials wrote to CPUC Administrative Law Judge Richard Smith requesting that the commission hold hearings in Ojai. Help also came from letters sent to the CPUC from former mayor Carol Smith and Ventura County Supervisor Steve Bennett. Ojai Valley News
